International organisations:

The international market offers fertile ground for the proliferation of counterfeiting activities. The activities of the DGLC-UIBM are heavily focused on global dynamics and this is why many of its activities are performed in conjunction with leading international operators and institutions involved in protecting Industrial Property, the fight against counterfeiting, promotion of legal protection and economic use of Industrial Property rights, such as patents and trademarks.

WIPO – The World Intellectual Property Organization (Organizzazione Mondiale per la Proprietà Intellettuale [OMPI] in Italian) is one of the United Nations specialist agencies, created in 1967 with the purpose of encouraging and promoting protection of intellectual property worldwide.

UAMI – The Office for Harmonisation in the Domestic Market is the European Union agency responsible for registration of trademarks, designs and models valid in all 27 EU countries.

European Patent Office – The European Patent Office provides the public and firms with standard application procedures for protection of patents in 39 European countries. EPNEPN - European Patent Network - The EPN is a network of industrial property offices, including the European Patent Office (EPO) and the Industrial Property offices of the 38 member states which have signed the European Patent Convention. These partners communicate openly within the EPN; creating dialogue and sharing complementary skills and know-how. Efficiency, flexibility and transparency are key factors.

UPOVUPOV - The International Union for the Protection of New Varieties of Plants (UPOV) is an inter-governmental organisation based in Geneva (Switzerland), created on the basis of the 1961 International Convention of protection of new varieties of plants. The principal objective of the UPOV is providing and promoting an effective system of protecting plant varieties and developing new ones, for the good of society.

5IP5IP - FiveIPoffice - is the name given to cooperation between the world's five main intellectual property offices. These offices work together to improve the efficiency of patent examination procedures. The offices in the 5IP group are: 

 

  • the Department of Commerce of the US Patent and Trademark Office (USPTO),
  • the European Patent Office (EPO) in Munich, 
  • the Japanese Patent Office (JPO), 
  • the Korean Intellectual Property Office (KIPO), 
  • the State Intellectual Property Office (SIPO) of the People's Republic of China.

 

The 5IP group, which manages around 80% of patent applications worldwide, was created in 2007 and, since then, the offices have worked together to improve the quality and efficiency of patent examination procedures and optimise division of work between the offices.

UinioncamereUnioncamere - the Italian Union of Chambers of Commerce, Industry, Crafts and Agriculture. The Directorate-General has signed a protocol with Unioncamere, aimed at enhancing the monitoring activities of Chambers of Commerce, improving the quality of controls with a view to prevention of risks, standardising the procedures nationwide and assisting communication throughout the country.

 

ICEICE - Agency for the overseas promotion and internationalisation of Italian firms -
this is the agency responsible for developing, assisting and promoting Italian economic and business relations abroad, with particular attention focused on small and medium sized firms. The ICE, in close conjunction with the Economic Development Ministry, prepares a Program of Promotional Activities for this purpose.

 IMPACT 

IMPACT-Italia - For the counterfeiting of drugs, IMPACT-Italia operates at the AIFA (Italian Drugs Agency), as the Italian reference of the task force promoted by the World Health Organisation, WHO IMPACT (International Medical Products Anti-Counterfeiting Task force), as the international reference point for the fight against counterfeiting of medicinal products.

 

SIAESIAE - The Italian Authors and Publishers Association (SIAE) is the economic association responsible for protection of copyright.

 

INDICAMThe CentroMarca Institute for the fight against counterfeiting - INDICAM - the Institute, created in 1987 by Centromarca for the fight against counterfeiting of trademarks and products, associates and coordinates leading industries manufacturing goods ranging from designer brands to consumer goods, companies supplying anti-counterfeiting services, legal firms, industrial and intellectual property consultancy firms and investigative agencies specialising in anti-counterfeiting activities.

 The Professional Association of IP consultant
The Professional Association of Industrial Property Consultant - brings together professionals operating in the sector of patents on inventions, trademarks, industrial models, decorative models, copyright.

 

ADI

The Design Council - Created in 1992 on initiative of ADI and Confindustria, it is responsible for guaranteeing, on the basis of a Self-regulatory Code, that the creation of industrial designs involves original works and no imitations or unfair competition. 

IAP

The Advertising Self-regulatory Council - is a private judge, created on the basis of an agreement between all operators performing activities in the advertising sector, aimed at guaranteeing compliance with and application of the self-regulatory code they have all accepted. 

PATLIB

PATLIB - are the Information Centres accredited by the European Patent Office (www.epo.org) and created to disclose patent information in Europe.

 

 

Prevention, control and repression organisations:

The activities involved in prevention, investigation, intelligence, intervention and dismantling of the channels linked with the manufacture and distribution of counterfeit goods are performed jointly by the:

Revenue Police
Revenue Police
 - as the military police force responsible for the prevention and repression of all illegal economic and financial activities; it has a direct, specialised responsibility for protection of copyright, know-how, patents, trademarks and other industrial property rights.

Custom Agency

Customs Agency - a vital role is played in customs areas by the Customs Agency, which is supported in its customs control activities by Revenue Police officers. Also important is the “FALSTAFF” database, which allows holders of industrial and intellectual property rights to file applications for protection via the Internet.

State Police

State Police - the Crime Prevention Departments, now called the Central Anti-Crime Office, operate throughout the country in the fight against counterfeiting, in relation to investigation and actions against organised crime.

 

Carabinieri

Carabinieri - there are various specialised divisions: the NAS (Anti-adulteration and Health Division) is responsible for the fight against counterfeiting as a threat to health (food and health fraud); the Carabinieri Agricultural Policies Unit performs controls in the agricultural foods, fish and aquiculture sector.

State Forestry Corps

State Forestry Corps -  specialised in the protection of Italian agricultural and forestry assets and protection of the environment, the landscape and the ecosystem; it assists in the fight against counterfeiting and adulteration of agricultural food products.

 

Central Inspectorate for quality controls on agricultural food products

Central Inspectorate for quality controls on agricultural food products - operating at the Ministry of Agriculture and Forestry Policies, under the direct supervision of the Minister; this is the State technical office responsible for official controls on agricultural food products and the technical means of production, with functions of prevention and repression of fraud.

Muinicipal Police

Municipal Police - which perform intensive activities in the prevention and repression within their own municipalities, in synergy with the activities performed by all law enforcement agencies to guarantee protection of the rights of firms and consumers.
